to use game fish scraps for bait? Heads and skin from the crappie I catch in particular.

a month ago I would have said yes after you skin them, but now I would ask game and fish.

Grind'em up.. The only thing I could ever find on that was no game fish for bait...... In the fishing regulations. If your just going to use identifiable chunks I would definitely ask the GW. Or make a paste/smear bait with them. You'd think it would be ok since your using 100% of that animal while others are tossing it.

I do grind up my skip-jack,catfish scrapes,drum,etc. but I was wanting to use the fish heads and skin thrown in a cubby. Put a little"shine" from the skin and such in the back of the cubby.

Grind it up.  For "shine" put a small piece of crumpled up aluminum foil.
